The ex-Wonderbra model, who's cleavage catapulted her to international stardom, hoped to dig out the basement at her £3 million, five storey house and build a gym.
But neighbours in the street, off the trendy Kings Road, fear the work will spark major subsidence and are locked in a bitter battle to block it.
Just this week, as the glamorous 'Hello Boys' model stepped out on the red carpet at the Cannes Film Festival, a council battle to stop the gym plan was underway.
Initial planning permission for the basement gym was turned down but Herzigova is appealing the decision.
Neighbours say similar work in nearby roads has caused subsidence in other properties.
One said: “Eva was not at Wednesday's meeting because she was sunning herself in Cannes, but it lasted for five hours and then the planners came to have a look at the house.
“They have had similar work done on houses in Radnor Walk and it ruined the foundations because of all the waterways and other problems they encountered."
The local council will decide on Herzigova's appeal in the next few weeks.
